Phil is a Chartered RTPI Town Planner with many years’ experience across the residential, commercial and care sectors.

Skilled in delivering projects from inception through to approval, Phil asks the right questions, identifies issues early and manages risk throughout the process.

Whether advising on the conversion of a barn or the promotion of land capable of accommodating large-scale development, Phil brings a clear and commercially focused approach to every project.

Phil enjoys working on unusual and challenging schemes and has developed the ability to dissolve issues and unlock development potential. His experience in both local and national government underpins a proven record in community engagement, and he has spoken at developer meetings, roundtable discussions and CPD events on the relationship between politics and planning. As a former local councillor and cabinet member, he understands the aspirations, pressures and viewpoints of officers and elected members. 

Background

Following his Distinction at Master’s Level from University College London, Phil spent several years gaining specialist experience in care home projects and promoting strategic sites across the Home Counties.

Recent experience

  • Preparing and submitting a large number of Certificate of Lawfulness applications and planning applications for children’s care homes.

  • Helping to secure permission for a 14-unit residential development in Newbury.

  • Conducting research to inform clients and support risk-based planning strategies.

  • Advising parish councils on local planning applications, including preparing detailed representations.
